TID No. 3

TID No. 3 was created in 2009 as a mixed-use district. It is located in the northwest quadrant of US Highway 51 and Wisconsin Highway 19. The intention of this district is to induce economic development by providing improvements such as public infrastructure and business development incentives within the southern portions of the Northtown Corporate Park.

The district’s specific objectives are to:

  • Help finance the public infrastructure needed to serve anticipated development.
  • Address regional transportation and utility needs, while increasing traffic safety and accessibility to the area.
  • Compensate for current infrastructure deficiencies resulting from the distance of this area from the historic center of the Village, such as through water system enhancements.
  • Draw higher value commercial and office uses than the Village would otherwise be able to attract, such as restaurants and higher-end retailing in quality developments. Emphasis will be given to encouraging new commercial enterprises that supplement, rather than directly compete, with businesses already located within the Downtown and other areas of the Village.
  • Enhance character and economic activity along the Highway 51/19 corridor.
  • Major improvements in TID No. 3 include the University of Wisconsin Health Clinic, Wing’s Financial Credit Union (formerly Settler’s Bank), GRB Academy, and Pieper Electric.
  • TID No. 3 started with a base value of $981,900 and currently has an increment value of $34,758,800.
  • The expenditure deadline for this district expired in 2024 and the statutory closing date of this district is in 2035. Currently, TID No. 3 is projected to pay its obligations early and close in 2026, subject to changes in the tax revenue or an extension.
