TID No. 2

TID No. 2 was created in 2009 as a mixed-use district. It is located in the southeast quadrant of US Highway 51 and Wisconsin Highway 19. The intention of this district is to induce economic development by providing improvements such as public infrastructure and business development incentives.

The district’s specific objectives are to:

  • Help finance the public infrastructure needed to serve anticipated non-residential and mixed-use development.
  • Address regional transportation and utility needs, while increasing traffic safety and accessibility.
  • Compensate for current infrastructure deficiencies resulting from the distance of this area from the historic center of the Village, such as through water system enhancements.
  • Draw higher value commercial, office, and mixed uses than the Village would otherwise be able to attract, such as restaurants, higher-end retailing, commercial recreation and gathering places, and health care related uses in a quality development setting.
  • Enhance the character, economic activity, and opportunities for commercial-based gathering spots along the Highway 51/19 corridors.
    • Major improvements in TID No. 2 include Meriter Clinic, the Savannah Brooks Neighborhood, the Park Apartments, and DeForest Yards.
    • TID No. 2 started with a base value of $27,900 and currently has an increment value of $93,671,200.
    • The expenditure deadline for this district expired in 2024 and the statutory closing date of this district is in 2035. Currently, TID No. 2 is projected to pay its obligations early and close in 2030, subject to changes in the tax revenue or an extension.
