Financing Timeline

In 2023, the Village amended the TID #9 Project Plan to include $1,897,500 in the project plan budget for a CTH V project, defined as a project within ½ miles and that improvements to the interchange would benefit all properties within the Tax Incremental District.

In 2024, Buc-ees offers to cover 53.7% or approximately $8.1M and request that other sources cover the remaining $7M. This was proportional to traffic generated by the growth anticipated by the Village at the time.

In 2024 and 2025, the Village turned its attention to soliciting funds from other sources. These efforts include requesting funds from the State and introducing legislation to allow the Village to further amend TID #9 boundary and TID life to help pay for the project. The TID legislation (AB 137, SB 133) passed the State Assembly but has stalled in the Senate and has not yet made it through the Senate committee.

In 2025, the Village was successful in obtaining $4,000,000 through the WisDOT LRIP program towards the infrastructure project. WIDOT also confirmed that they would apply a $900,000 credit from the interstate corridor study/project that is ongoing.

In 2026, the Village secured a $520,000 contribution towards the Interchange Project from Amazon. This amount is proportional to the anticipated traffic impact pursuant the Amazon’s Traffic Impact Analysis.

The current estimated project cost is $17,100,000. This cost is preliminary and will likely be adjusted as engineering plans develop.

The Village is currently negotiating with Buc-ees to cover the funding gap in order for the proposal to move to the next stage.
