Community Conversations - June 5, 2026

Join Village President Colleen Little and Village Administrator Bill Chang for the second Community Conversation, focused on Tax Increment Districts (TIDs/TIFs) and their role in community development and Village projects.

This conversation will provide residents with an opportunity to learn more about how TIDs/TIFs work, ask questions, and participate in an open discussion on the topic.

Due to the nature of this discussion, this Community Conversation will be held at Village Hall during regular business hours. President Little is committed to hosting Community Conversations at a variety of locations and times throughout the community in an effort to reach and engage as many residents as possible.

Thank you to everyone who joined us for our second Community Conversation!

We appreciate the residents who took time out of their morning to learn more about Tax Increment Financing (TIF) and Tax Increment Districts (TIDs). A special thank you to Village Administrator Bill Chang for leading an informative discussion that helped break down a complex topic into understandable terms.

The conversation covered:

  • The different types of TIDs and their timelines
  • How TID project plans are developed
  • The impact of TIDs on the school district and other taxing jurisdictions
  • Limitations on Tax Increment Districts
  • Business incentives and economic development tools
  • District extensions and how they work
  • Development agreements and the protections in place for the Village
  • The overall development process
